It couldn't have been the same. Think:Nagase in2010 was a second lieutenant. If she went to Osea after 2005, she would have to wait until she got accepted as tranee in the OADF, and she would have to achieve so many promotions in so little time. Nope, it's not the same Nagase, it's just Namco loving the name Nagase.
Depending on how thier ranking structure works, 2nd Lt. May be the lowest officer rank, and OCS Isn't that long. Three years is long enough. She'd be due for a 1st Lt. Promotion soon.
It's entirely convcievable.

The Union of Yuktobanian Republics was most likely based on the real-world Soviet Union (the U.S.S.R.)
Osea was presumbaly based on the United States, along with influences from Britain, Canada and Japan.
Many of the Yuktobanian Names (such as the ones from squadrons and ground forces) come from Russian & Latin orgins. (i.e. Molnyia Squadron, Buran Squadron, Zenit, Leonid, Luch, Hrimfaxi, Scinfaxi, Cinigrad, Okchabursk, Bastok Peninsula, Jilachi Desert, etc.)
Likewise, many Belkan Names come from German origins. (i.e. Drossel 3, Meteor 7, Stier Castle, Schenze, Lake Edelwasser, Dinmark)
There are many real-world locations that have been incorporated into the game, places like New York (Oured), the Swiss Alps (Vladimir Mountains), Chicago (Bana City) and Pearl Harbor (Port St. Hewlitt) that can be seen in the game.
There are also many real-world famous strucures that can be seen as well places like:
The Brooklyn Bridge (Mission 11B, named Marvin Bridge in the game)
The Sears Tower (Mission 27+)
The Chrysler Building (Mission 27+)
The CN Tower (Mission 17)
Boston's Old Stone Church (Mission 11a)
If one looks closely at the world map, they'll see that north of Osea lies an island formation that resembles the northern islands of Canada, Greenland, and Iceland. This is listed as the country of Wellow, although it plays no role in the game.
If one looks west of Yuktobania, the landmass there resembles Western Europe and Northern Africa. This area is called Clavis and Sotoa, and plays a minimal role in the game.
The state of North Osea/South Belka is referred to as "Nord Belka" at one point, presumably its name in Belkan. However, "Nord Belka" in German actually means "North Belka".
Although Snow calls himself a "Captain" in the English audio track, he is not really a Naval Captain (and if he were, he would outrank all the members of Wardog Squadron, as a Navy Captain is equivalent to an Air Force Colonel). Snow's rank, according to the Japanese dub, is "Taii" - a term used to designate officers in grade O3. Snow is therefore a Navy Lieutenant, and of same rank to Blaze, Nagase, and Chopper (Navy Lieutenants are the same rank as Air Force Captains).
On the other hand, it would be quite possible for Snow to be a full Naval Captain in rank and yet still be subordinate to Blaze. If it is taken that the Osean Air Force is based on the real world USAF, and that Razgiz is an Air Force unit, then under (real world) US Air Force regulations, only an Air Force officer can command an Air Force unit (AFI 51-604, Section 1, Paragraph 10). Perhaps more importantly, only the President (as Commander-in-Chief) can confer command authority on an officer (AFI 51-604, Section 2, Paragraph 2). Under this regime, a grateful President Harling may have personally conferred command of Razgriz to Blaze, thus leaving Snow in a subordinate position. However, the fact that Snow flies in the Number 3 slot, the position left empty when Chopper was killed and, in the real world, the second most senior position in a flight, shows the level of respect that Blaze, Edge and Archer have for him.
When Grim is coming out of the hangar in Bartelt's replacement plane on First Flight, Chopper says something to the effect of, "Who the hell is that?!" Then, Grim states that he is "Airman First class Grimm". Airmen Firstst class is the second lowest enlisted rank in the United States Air Force, which the Osean Air Force is based off, which begs the question: Why would he be on the replacement pilot training list?
The Yuktobanian camoflage colors for the F-117 were the colors used by the F-117 when it first began flight ops, before switching to the now-standard black. Also, the Osean Paint Scheme is an experimental color being used to see if the F-117 can participate in daylight operations.
The Yuktobanian F-15E color is actually the paint scheme used on Israeli F-15I's.
Also, it should be noted that the F/A-22A designation is now obsolete; as of December 12, 2005 the aircraft is now designated the F-22A.
There was an actual YA-10B in real life. However, only one prototype was ever built.
If you look closely, the Yuktobanian C-5s are wearing the older 'European One' Paint scheme.
The Yuktobanian F-15C Paint scheme is one of the various aggressor schemes used by the JASDF.
The Yuktobanian A-10 Paint scheme is the same one used in Ace Combat 04.
Sand Island is based off of the Midway Islands which is home to a real military base.
The special paint scheme for the Su-37 is identical to Yellow 13's fighter in Ace Combat 04.
The YA-10B Ace "Distant Thunder", shares the same name as the European version of Ace Combat 04.
If you look carefully around in the FALKEN's cockpit, (either to the lower left or right) you'll see the words "Z.O.E.". In Ace Combat 2, the commander of the Z.O.E. force flew a plane that had the designation ADF-01. This plane uncannily resembled the FALKEN, and it is widely assumed that ADF-01 is the FALKEN's actual designation (which would explain the letters Z.O.E. in the cockpit). Z.O.E. also refers to the Playstaion 2 game Zone of the Enders.
The F/A-22A special paint scheme is identical to Mobius 1's F-22A.
The F-35C's Gun is incorrectly positioned in the port wingroot; it actually should be mounted in an external gun pod beneath the aircraft.
The arkbird looks exactly like the spacecraft that brought the player into space on a mission on Ace Combat 3. It also bears a striking resemblance to the Bartini A-57, a proposed long range soviet strike bomber capable of water landing, designed by Italian engineer Robert Bartini.
Kei Nagase (Edge) looks exactly like Edge from Ace Combat 2 and Reiko Nagase from Ridge Racer 4. It is not surprising given that Namco developed both games.
Also, Kei Nagase shows up as a cameo in Ace Combat 3: Electrosphere in the Japanese version. If the player follows Fiona's scenario, eventually after the emergence of Ouroboros, Neucom will broadcast information about the latest defects to Ouroboros. On the display list, below Dision's name is clearly seen "Kei Nagase" with a photo that looked exactly in the same appearance as she would in this game.
Similarly, Nagase's name was mentioned as the pilot of a civilian transport plane in mission 11. Escort in Ace Combat 4.
The Kestrel is a Nimitz class aircraft carrier, Kestrel's designation is CVN-30.
The Yuktobanian A-6 paint scheme is an experimental scheme dating back to the early 1990's.
The Yuktobanian TND-GR.4 paint scheme is used on Saudi Arabian Tornado GR.1's.
The paint scheme for the Yuktobanian F-14A was used by Iranian F-14's.
In Mission 27 (ACES) the ship labelled a destroyer is actually a Stealth Boat that is docked near the tunnel that resembles the Sea Shadow, an experimental warship that was tested by the U.S. Navy in the early 90's.
The Belkan paint scheme for the S-32 features Belkan markings; (the Yellow triangle). Similarly, the ISAF paint scheme for the F/A-22A features ISAF markings, and the Yellow's paint sceme for the Erusian Su-37. All other aircraft that can be flown by the player or the wingmen have Osean markings only. (the Blue/White Star)
The Osean F-14A paint scheme was used by a real F-14 squadron; VF-84 "Jolly Rogers". The only differences are the U.S. "Star and Bar" have been replaced by the Osean symbol and the Wardog logos present on the tailfins.
The Osean F-14B paint scheme was used also used by a real F-14 squadron; VF-103 "Jolly Rogers" -formerly VF-103 "Sluggers"- which adopted the name, and history of VF-84 "Jolly Rogers" after VF-84 was decommissioned due to budget cuts. As with the F-14A, the only differences are the replacement of the U.S insignia with their Osean counterparts.
There are a couple (and possibly coincidental) references to various anime series; such as the Hawk ace "Gigantor" and the F-14D "Zipang".
The Falken bears striking similarities to the jet from the anime series Rahxephon and to the YF-19 from the Macross Plus OVA.
The UCAVs carried by the Arkbird are called Vogels, German for "Birds".
In the scene before the mission "Ancient Walls", a sailor on the Kestrel plays his harmonica. The song he played is almost identical to the one played by the Storyteller boy in Ace Combat 04 at the bar where he played for loose change.
The Falken and Arbird's laser systems are derived from technology developed by Belka and used in Ace Combat Zero.
Osea may have actually had an active military force (Army, Navy, Airforce, etc.) before and during the Belkan War but, following the events after the war, the president may have had the military reorganized into a defense force and not a regular military. That and the defense spending cuts may have contributed to the resignation of several Osean military officials.
Ace Combat 5 also marks the first appearance of liscened music in an Ace Combat game.
The music tracks 'Scinfaxi' and 'Hrimfaxi' make impressive use of sonar noises, further enhancing the mood of these two major battles.
The name "Vogel" used as names for the unmanned craft that are release from the Arkbird in the "White Bird Pt.II" Mission, means bird in German.
